Program description
Sean Lee for Insurance Commissioner 2026 ("we," "our," "the campaign") operates a peer-to-peer and application-to-person (A2P) text messaging program that delivers campaign updates, event invitations, volunteer opportunities, fundraising appeals, voter mobilization messages, and other communications related to Dr. Sean Lee's candidacy for California Insurance Commissioner in the June 2, 2026 primary election.
Opt-in (how you join the program)
You consent to receive text messages from the campaign when you take any of the following actions:
- Enter your mobile phone number on a campaign sign-up, volunteer, donation, contact, or event RSVP form on seanlee4california.com or any campaign-operated landing page.
- Reply with your mobile number to a campaign email or social-media message requesting it.
- Text a campaign keyword (e.g. SEAN, VOTE, JOIN) to a campaign short code or long code.
- Provide your number verbally to a campaign volunteer at an in-person event and authorize them to add you.
Consent is not a condition of donation, volunteering, or any other transaction with the campaign. You may participate in the campaign without ever providing a phone number.
Message frequency
Message frequency varies based on campaign activity and election proximity. You can typically expect up to ten (10) messages per month outside the final two weeks before the June 2, 2026 primary. During the final two weeks, frequency may increase to up to four (4) messages per week for voter mobilization (Get Out The Vote / GOTV).
Message and data rates
Message and data rates may apply. Standard wireless carrier rates for text messages and data may be charged by your mobile carrier. The campaign does not charge a separate fee to receive or send text messages. Check your wireless plan for details on text messaging and data charges.
Opt-out instructions (STOP)
You may opt out of receiving text messages at any time and at no cost. To opt out:
- Reply STOP, END, CANCEL, UNSUBSCRIBE, or QUIT to any text message from the campaign.
- You will receive a single confirmation message acknowledging your opt-out, after which no further messages will be sent.
- If you continue to receive messages after opting out, contact us at [email protected] so we can investigate and correct.
Help instructions (HELP)
For assistance at any time, reply HELP or INFO to any text message from the campaign. You will receive a reply containing campaign contact information and a link to this SMS privacy policy.

Information collected via SMS
When you opt in to the campaign's SMS program, we collect and store:
- The mobile phone number you provided.
- Your opt-in source, timestamp, and the form, keyword, or method by which you provided consent.
- Your message-engagement history (whether you opted out, replied, clicked links).
- If you provided it on the same form: name, email, ZIP code, and any other contact information.
How we use your mobile information
Your mobile phone number and SMS-engagement data are used only for the purposes of:
- Sending campaign messages (updates, events, volunteer requests, fundraising, GOTV).
- Responding to inquiries you initiate via text.
- Complying with applicable law (campaign finance, election law, court orders).
- Maintaining the security and integrity of our messaging systems.
Mobile information sharing (carrier-required disclosure)
No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. All other categories of information collected by the campaign are subject to our general Privacy & Terms.
Limited sharing occurs only with the following categories of service providers, bound by contract to use the information solely to deliver SMS on the campaign's behalf:
- SMS aggregators and platforms (e.g., Twilio, Bandwidth, Hustle, Spoke, or similar) that physically transmit messages to wireless carriers.
- Wireless carriers (T-Mobile, AT&T, Verizon, U.S. Cellular, and others) for the technical delivery of messages.
- Compliance vendors (e.g., The Campaign Registry / TCR) that handle A2P 10DLC brand and campaign registration.
- Campaign service providers (CRM, vote-targeting, security) under written confidentiality agreements.
We do not sell, rent, lease, or trade mobile phone numbers to any third party for marketing or promotional purposes, ever.
Carrier disclaimer
Wireless carriers (T-Mobile, AT&T, Verizon, U.S. Cellular, and others) are not liable for delayed or undelivered messages. The campaign cannot guarantee message delivery and is not responsible for messages that are blocked, filtered, or delayed by your carrier's network.
Supported carriers
The campaign's SMS program is compatible with all major U.S. wireless carriers, including but not limited to: AT&T, T-Mobile, Verizon, U.S. Cellular, Sprint (T-Mobile), Boost Mobile, Cricket Wireless, Metro by T-Mobile, Google Fi, Mint Mobile, Visible, and most MVNOs operating on those networks.
Data retention
Mobile numbers and opt-in records are retained for the duration of the campaign and for the post-election period required by California state law (currently four years), or longer if required by FPPC, FEC, or court order. Opt-out records are retained permanently to ensure we honor your opt-out preference even if your number is re-submitted by someone else.
Your rights under California law
California residents have additional rights under the California Consumer Privacy Act (CCPA) and California Privacy Rights Act (CPRA), including the right to:
- Know what personal information (including mobile numbers) we collect, use, and disclose.
- Request deletion of your personal information, subject to lawful retention requirements.
- Opt out of the "sale" or "sharing" of personal information (we do not sell or share for cross-context advertising).
- Correct inaccurate personal information.
- Limit use of sensitive personal information.
- Non-discrimination for exercising any of the above rights.
To exercise any of these rights, send a request to [email protected] with subject line "CCPA request". We will respond within 45 days. We may request information sufficient to verify your identity before fulfilling the request.
Children
The campaign's SMS program is intended for users 18 years of age or older. We do not knowingly collect mobile phone numbers from minors. If you are under 18, do not provide your mobile number. If you believe we have collected information from a minor, contact us at [email protected] and we will delete it.
Updates to this policy
We may update this SMS privacy policy from time to time. Material changes will be noted at the top of this page with a new "Last updated" date. Your continued participation in the SMS program after updates constitutes acceptance.
