What 7 percent really means

Every rate increase above 7 percent in California requires personal sign-off from the Insurance Commissioner.

Proposition 103, passed by California voters in 1988, makes the Commissioner the gatekeeper on every meaningful rate filing. When your premium goes up by more than 7 percent, that is not the market. That is a signature.
